For the first time ever, a cess is likely to be introduced to part fund the oil subsidy bill. Budget ‘06-07 is likely to impose an additional crude cess of around Rs 3,000 per tonne on oil producers, ONGC and OIL, to fund the subsidy bill of the petroleum sector.
