Before Bengal government decision to scrap Nandigram SEZ, CPM boss Prakash Karat had said that the CPM will set up SEZs only after the Centre has formulated a comprehensive policy. In the light of this, Bhattacharya's pitch on building a chemical hub at an alternative site at as soon as possible looks more aimed at assuring Indian Oil, which was to be the 'anchor investor' at the chemical hub, than an actual intent to start work elsewhere immediately.
